REACH concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, Amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC,93/67/EEC, 93/105/EC and 2000/21/EC
Provisions on the Environmental Administration of New Chemical substances are issued by the State Environmental Protection Administration of P. R. China on: 12 September 2003; Effective as of: 15 October 2003.This Provisions is formulated for the purpose of enhancing the environmental management on new chemical substances, preventing environmental pollution, and protecting human health and safeguarding the ecological environment. For the purpose of the environmental management of new chemical substances, establish the systems of notification and registration applied to any of the manufacture or import of new chemical substances. Any manufacturer or importer of new chemical substances shall, prior to the manufacture or import of new chemical substances, make notifications and applications for the registration certificates for the environmental management on new chemical substances (hereinafter cited as the registration certificates ) in accordance with relevant provisions of this Provisions.
Testing Center GLP lab Developing history:
1998: starting testing on melting point and flash point etc.
2004: construct the explosive testing laboratory and animal testing laboratory
2004: Liu gang joined the research and discussion on GLP organized by CNCA
2006: Fan bin visited the European GLP laboratories such as HSL, TNO, and BAM etc. with CNCA group
2006: authorized by State Environmental Protection Administration of China for testing new chemicals. In 2007, the total testing market share is up to 60%.
2007: Shang Zhaocong has studied REACH regulations and GLP knowledge for 2 months in Germany.
2008.2: Fan bin attended the training class for GLP and REACH organized by Swedish Chemicals Agency (KemI) and the Swedish International Development Cooperation Agency (Sida).
2008.3: Liu gang attended the investigation group for GLP to Europe.
2008.4: Liu gang and Fan bin attended the discussion meeting organized by CNCA.
2008.4: invested 2.69 million RMB on GLP laboratory
Purchased the apparatus such as Fourier transform infrared spectrometer etc.
Improve the laboratory infrastructure, e.g. install the environmental auto monitoring system for animal testing laboratory
Construct new GLP laboratory information management system (LIMS)
Separate the GLP business from other business of testing center
2008.5: establish the quality system documents according to GLP rules
2008.6: applied to CNCA for audit
2008.7: audited by CNCA

2008.11 Famous GLP expert Doctor Sergio visited our lab and put a premium on our lab
